Hazel Lougene Marsh
December 24, 1945 - April 17, 2021
Hazel Lougene Marsh, age 75, of Shawnee, Kansas passed away at her home on Saturday, April 17, 2021 after battling pancreatic cancer. Lougene was born on December 24, 1945, in Kansas City Missouri, the daughter of James and Marie Shelden.
Lougene graduated from Osawatomie High School in eastern Kansas. She earned a Bachelor’s degree in History from Phillips University (Enid, Oklahoma) in 1967, and later received her Master of Arts in Public Administration from the University of Kansas in 1999. Lougene’s professional career has always been in public and health services. She worked for Kansas Social & Rehabilitation Services in Emporia, Kansas, and later became Executive Director of Flint Hills Community Health Center from 2001 to 2009. Lougene then joined the Johnson County Department of Health and Environment as the Director in 2009 and retired in 2019.
Lougene is survived by her husband of 53 years, Gary Marsh, mother Marie Shelden (102), son Greg Marsh (Julie) with grandchildren Erika, Cooper and Tyler, and son Brent Marsh (Miranda) with grandchildren Ava and Deacon. She is also survived by her sister Martha New, two sister-in-laws and their spouses, and many, many cousins that she loved deeply.
Lougene’s faith in Jesus Christ and service in the local church were paramount. She was a longtime member of the First Christian Church in Emporia before joining St. Andrew Christian Church in 2009.
An avid reader and baker, Lougene was regularly reading a book or baking something delicious in the kitchen, passions she enjoyed sharing with her five grandchildren. She relished spending time with her sons and grandchildren. Lougene also loved to travel, with her favorite places including a beach and beautiful scenery to explore.
A Celebration of Life will be held at 4:30 p.m. Saturday, May 1, 2021 on the north lawn of St. Andrew Christian Church. The service will be video recorded and posted to the church’s YouTube channel (

) by Wednesday, May 5.
